Audio stuttering, blank screen , pixelation?

Does dish have the same issues as Directv wnen it comes to the above items. Most of these issues happen on locals in Washing DC.

I will occasionally get an audio stutter and pixelation, not at the same time. It goes away and isn't all the time or anything. I got that with Time Warner cable as well. 99.9999% it's perfect. I haven't had an audio stutter recently that I can remember. And the other day, FoxNews HD had a couple of hiccups (not quite pixelation, but close) a couple of times in a 1 hour period. I think it's normally to get these things every once in a while, but if it happens all the time, then there is a problem.
