There are 3 subchannels broadcasting on KLUZ RF-22 (Virtual 14.6, 14.7, 14.8) which use AVC. My TV can't decode it. The Roku HD Homerun app can't decode it. I can play them on PC using VLC or PotPlayer. The GTMedia X1 can play them also.

Is this common? Never seen this before.

My TCL Roku tv 50S535 will play Mpeg 4 AVC just fine. It can even decode Dolby AC-4 audio from my HDHR 4k Flex, from my non-DRM ATSC 3.0 channels. Only the local 3.0 NBC channel is DRM.

My brand new Insignia 24" bedroom TV from Best Buy won't play it. Neither will my 32" Vizio from 2012
 
We have a few of those in upstate SC. QVC on a subchannel is one of them. Funny story on that one.. my parents have a small TV in a spare bedroom where one of their cats prefers to sleep. According to them he just loves QVC, so when they changed over to MPEG4 and it stopped working on the older TV in there they went out and bought the cat a new one.
