BEV to BEV-HD Transition questions

Well, I've tried everything -- MPEG2CUT2, HDTV2MPEG, MPEG2REPAIR, Womble Video Wizard, VideoReDo and nothing yields acceptable results. I think I'll give up until things change...if ever.
