I was looking at upgrading my cable splitters to the Black Point HI-Preformance brand, which Home Depot sells. The reason I was thinking of doing this is because it has a built-in surge protection. I would like to know an opinion on this brand or suggestion on another brand. I need a two and three type splitter.
 
A high end cable splitter is not really worth it.

You can use an in line surgender or a UL listed surge protected grounding block that will do the same thing. I use both and have sold them on eBay before. They are good, but not many people purchased them.

Most people leave caution to the wind.
 
I live in Northern VA. Cox bought the service from Media General and so this system may not be typical. But I can tell you that here at least you need the higher quality splitters or the signal degrades on certain channels.
