Can non-HD receivers receive local HD channels and output them in SD?

I have a friend who can't receive local channels through D* because of trees blocking the 119 sat. He has one HD set, and one non-HD. When D* starts broadcasting HD locals in our area, currently scheduled for June, will probably get the H20 receiver for the HD set. But for his other TV will he be able to get, say a D10 receiver and receive the HD channel but output the signal in SD to his regular TV? I guess the shorter question is, are there other MPEG4 capable receivers other than the H20?
 
The H20 is the only MPEG4 receiver right now. The DVR version will be out soon. His HD locals will come off of the 99 or 103 satellites. The 119 carries a few HD stations (Discovery HD and a few others I believe). I think charper1 had a list of what stations each satellite carries.
