Canadian Channels?

Why can cable companies carry Canadian channels (locally, Adelphia has 3 or 4 if I remember correctly) but satellite companies can't? I get CBC, CTV, and 5 other Canadian channels OTA here (and 2 Burlington/Plattsburgh locals that aren't carried on dish, too), so I can still watch it all, but it would be nice to have it on dish network for the EPG and no snowy pictures.
 
If the channel can be picked up OTA at the cable companies headend, then nothing prevents them from having it on their systems.

As for the cable companies further south or satellite companies, they likely couldn't carry Global or CTV as to network rights (As both networks mostly show U.S. network programming) in the U.S.
CBC could likely be carried, as most of CBC is Canadian content. But the cable/satellite company would have to decide if its worth it to carry (ie, will enough people subcribe to make back the money they pay CBC to carry it).
