The FCC is currently running an auction on some spectrum.

Barron's thinks the bidding is going to pump up the price of Dish stock big time.

"One result of the auction, writes Piecyk, is that Dish (DISH) has seen the approximate value of its spectrum rise form perhaps $1.50 per megahertz per POP, to perhaps $2 per megahertz per POP, given that its “vast trove” of spectrum is “more valuable than the AWS-3 spectrum that is currently being offered,” in Piecyk’s opinion. That rise in value makes Dish worth perhaps $104 per share, well above the $85 he’d previously estimated, and much higher than Dish’s close of $67.85 yesterday"

Dish Network shares were up more than 9% in early trading Wednesday after the close of the federal AWS-3 spectrum auction surpassed expectations, boosting the value of the satellite company’s own wireless licenses considerably.
The AWS-3 auction closed Tuesday night with bids topping $16 billion, well ahead of the overall reserve price of the auction of $10.6 billion. Analysts have long said that the size of the AWS bids would set a floor for valuations for Dish’s own wireless spectrum.

I was always under the impression the spectrum investment was his personally, not Dish. Wrong?

It was bought with a holding company owned by Dish. You are thinking of the LightSquared bonds that Charlie acquired on the cheap personally to try to leverage the bankruptcy. They accused him of buying it for Dish since Dish was not allowed to have the bonds sold to it.
