Connect a computer monitor to E* or D*

Is there some kind of adaptor that will take my VGA from my 17 inch LCD monitor and make it either work with the HDMI or S-Video From my D* or E* receivers.?
I want to turn my Monitor that only has a VGA plug on the end ,Into another TV.
I can only find plugs that go the other way. I need a Female RGA to HDMI or S-Video. Do they have this?

I just googled vga to s video. Some even with HDMI Tons out there. Now rga? Hope this helps though.
