I have had DirecTv since June 25th 2004 and my Interactive feature on the menu button does not work. I think they HAD? a partnership with WINK? Do they not offer this service anylonger? If not then when did they do away with interactive features? Are they going to activate Interactive again in the future?

Yes they had it and I think it ended nearly 1 - 1.5 years ago. I have not heard that it was coming back.
