A few questions..

Can someone please tell me what 'deca' is? Also, how is DirecTV whole home DVR set up? Is an internet connection required. Would really like specifics if possible.

It's really not. In fact it simplifies the installation because it allows video and network data to run over the same coaxial, eliminating the need to run Cat5 to each receiver. The only catch is it is only compatible with SWiM (single wire) dishes and receivers. If you have a legacy dish (with more than one wire) or receivers (where dvrs require two cables), you must use the Cat5 method.

For H/HR24 and later receivers, there is a DECA unit built in, so no further hardware is required - just the coax connection.
For H/HR23 and earlier receivers, there is a small white device (DECA) that is installed in the coax line to separate the satellite signal from the network - it has an ethernet port that connects to the ethernet port on the receiver. Once set up, these devices do not require any other action on your part.

This is all that is required for standard MRV (whole home DVR, AKA Multi Room Viewing). The only time an internet connection is required is if you wish to use VOD download services. The internet connection will consist of another standalone DECA unit whose ethernet port connects to your router. Since it is included free (except PPV) and pretty much every channel has VOD available, it's worthwhile to set up.
