Stars just mean if you are a high quality customer (do you pay your bill, have you been with the company a long time, did you have good credit to start off with)

I see customers who still have a single antiquated VIP receiver, no premiums, and the cheapest package out there with 5 stars. One lady last month had a bill for $33, but she'd been with Dish since like... the dawn of time. Never late, and such a sweetheart on the phone.

How'd she get it down to $33?

I thought Welcome Pack was cheapest package. And I have that for $45.99.

5 stars is the highest. 1 star is for those that are consistently late, cancelling, bad NCTUE credit score, or Pay In Advance customer, although when I left the company PIA was able to be atleast a 2 star customer

What's considered late though? Only those who got charged late fees or would the ones who paid after the due date but by the time the statement closes be considered late?
