Is it possible to have a receiver scan for satellites starting at 129 and go down to 61.5. I have a wing dish for 61.5 (local HD) but the signals on the WA are stronger for the rest of the channels

In Ct. I have the EA along with 119. (&118) I get most anything HD that is on 119 and the EA from 119. So it isn't always that is takes channels from the lower satellite. 99% of the time I get USA HD, ESPN HD and HBOE HD from 119 for example. How or why that happens I do not know. I do know all signals from 119 are higher than from the EA.
