I read this as positive news for DISH. They say their near-term goals are not affected - and they say that they are in fact looking to find alternative bandwidth to make up for AMC-14. That is far faster than waiting to build and launch a new sat.
I think it might only mean a short delay (couple of months) to get them back on track for the longer term rollout - and it could have been far worse under the circumstances.
