Dish tests stuff at 148. Perhaps they are testing the uplinks on 148 before moving them somewhere useful.

I think the MPEG4 SD are so people in Abilene don't have to have 3 dishes to get the SD channels that won't be in HD. I bet they will keep the MPEG2 locals on 148 for the non HD subs. The HD subs can point the 148 dish to 61.5.
