The fee is just a profit center (TiVo issues aside). DVRs cost more than standard receivers, this is just a way to get you to pay the difference.

That would be relevant if the fee applied only to leased DVRs and not to owned DVRs, for which the owner has already paid the difference.

Question to OP. Does your grandma own the 622 or is it leased ?
if she is leasing, i would call dish say i want to downgrade it to a 211 see what they say.

There may be a small one of charge charge. If she doesnt need/cant use dvr she doesnt need the ehd on the 211.
