FCC approves Dish Network to sign Broadband/Cellular agreement? What does this mean?

I had heard on the news this morning that Dish had signed an Broadband agreement that the FCC approved. They said it approves them to go into the Cellular and broadband using dishes bandwidth on it's Satellites. Does someone here know more about this and what this all means for us as consumers and installers?
