The cablecos don't think any laws or regulations apply to them; laws and regulations exist uniquely to disadvantage cable's competitors (real or perceived).
 
Other then Amber alerts and severe weather what is the EAS supposed to be used for? It seems like it gets tested 10 times a day.

The testing frequency is once a week for the RWT and once a month for the RMT in accordance with FCC regulations.

There was a national EAS test on November 9, 2011.

To whom do you refer when you say "Cable Companies"? THe providers of the service (Comcast/TWC/Cox/Charter/Suddenlink etc) or the providers of the content?
