Finding the sweet spot

I have been tuning with a hand held stb receiver. (wont pickup dvbs2 signals). I suspect that it isn't as sensitive as i need to dial in the sweet spot. Most of my signal quality's are in the high 60's, low 70's range. Being i can successfully receive a signal between 40.5 and 139, I know I'm not completely out of whack.

But, there are a couple signals i just cannot get pulled in.. Example, 116.8, i am unable to pull in a few transponders that others have reported to pick up in my general area.

Any thoughts, Suggestions welcome...
Should i have a signal meter? and if so, what model?
