No, but DIY Network will be available in glorious smiley Scripps style stretch-o-vision later this year.
The Scripps mux on AMC 10 shows Cooking HD in the channel list. The data rate is low and is not changing, so I don't think they are showing any programming yet. Probably just a slate.
