Well, considering Starlink is in beta and expanding, Loon could have been the lower-cost solution, but they didn't put enough of the Loons in service in enough locations. Plus, one tropical storm takes out your Loon constellation, while Starlink just sails over any weather.

Neat idea, but it got left in the dust by SpaceX.
