HD lite and locals not carrying HD broadcasts

Could someone please sum up the HD lite situation? I have some friends who wonder about this, they claim all HD is full HD

another thing, arte all digital local channels carrying HD

Wasnt there some leasing out their extra digital feeds for pay programming?

My friend feel everyone will have all full HD all the time.

I seriously doubt its that way, thanks for the help!
 
Your friends are obviously not in my neck of the woods. Here (Macon,Ga.), 3 of the channels are full HD and only 1 of them (Fox) does DD 5.1 and then only when the network makes it available. All other stations do regular Dolby. The other 2 stations, 1 has a subchannel for Doplar Radar and another subchannel with wasted space with nothing but a black screen for special purposes (I guess) or future use, the other station is only digital with no HD.

no not all digital is HD.
