Call Dish 1800-333-3474. They will ask you a series of questions to verify you are the person who should be unlocking the receiver and they will reset your receiver via satellite in a jiffy. At this time of night the call queue will be next to non-existant.
There is another way around it by going in a secret menu in the receiver and doing a hard reset, but I would rather not discuss it since the actual account holder should be the one requiring a password reset
