Help Please - DirecTV Local HD Problem

I live in a hi-rise condo building and am having trouble with my local HD. I'm getting local analog, but not digital. I scanned and it just keeps saying zero signal strength for the local HD channels. It's new construction and the company that wired the building can't figure it out. If anyone can shed some light on this it would be greatly appreciated. If not, maybe someone can suggest another way to get HD local channels. Thanks. Scott
 
How did they wire (cable) it?

What make & model antenna (if any) does the cabling go to?

How far are you from the farthest HDTV transmitting tower? www.antennaweb.org
They might not have the proper antenna installed.
