Though I can't guarantee that this works everywhere in the country, in the Dallas area where I live, if you subscribe to local channels through E* and say you also want the Spanish language locals, they come out and put up the second dish at no charge. You don't have to justify it, just say you also want those locals, and they don't argue with you. Seems that the Spanish language stations come off 61.5, not 110 or 119, and they can't discriminate. If you say you want the 61.5 dish for Voom, they charge you $100 for the install. If you say you want the Spanish language locals, they charge you nothing.
