It seems that there is a router in my path to the original location that is not set up correctly and is killing my bandwidth to the test site.
Here's an interesting thought: Even though my throughput is more than 14 Mbps, the slowest link in the route is 10 Mbps. Almost like a miracle.
I have Verizon FIOS and am in a suburb of Dallas.
