I don't have static and my IP never changes after reboots or power outages. Internet provider probably uses IP reservation that expires after x number of days with no connection.

Good call, bet that's the issue.
My IP address in Ct or Fl stays the same for many months, maybe most of a year without changing. Of course at some point they do change.
