Is it possible to get the Dish America package in Puerto Rico?

Hey guys!
I have a relative who signed up for dish a while back with aTop120 but had to downgrade since he had financial problems and had to reduce his expenses.

Hes currently under the 14.99 welcome pack with a 222k receiver.

He doesnt mind keeping the welcome pack since he likes TBS, HIST and TWC.

He called to see if he could get Dish America sinces its 34.99 because it has Discovery,USA,TNT,CNN and ESPN.

The rep told him that package wasnt available in Puerto Rico and the only way to get those channels was going back to aTop120.

Is there a way to add this package for Puerto Rican residents?

I just dont understand why it isnt available in Puerto Rico. All the channels are watchable here if you get the 120 or any other package that has them. Its not like they arent available on our sats (110 & 119).

No, non-CONUS customers are not able to get the DISH America packages.
