T 21 on 110 comes in at 45
T19 on 119 comes in at 70
T17 on 129 comes in at 28

Is this good? Or can it get better?

I'm in the SE USA.

My readings:
T 21 on 110 comes in at 72
T19 on 119 comes in at 73
T17 on 129 comes in at 62.

I'm in Austin, TX using a 1000+. Your 110 and 129 seem low, but not sure why we're pretty similar on 119.

Even with my SSs, I still lose reception when I get pretty much any severity thunderstorm (however TX thunderstorms are pretty severe compared to a lot of the country).

I think you should at least look at repointing given your SSs.

You can check your mast and see that it is plumb. However, if you don't want to do that, you can place a level across the three eyes on the LNB and check it that way. To do that, record your current skew, then rotate the skew back to 90 and check if the level across the LNB shows level. If not, rotate the dish until you get level and record the number of degrees you are off from level. Post your zip code here and we'll give you the correct skew. Then you either add or subtract from that skew to arrive at what your skew should be after compensating for a mast that isn't plumb.

For watching your signal levels on 129, you need to do at least 30 minutes of data because the satellite wobbles and the signal oscillates at about a 20 minute moment.

129 TP 17 has gone from 53 to 41 in the last 5 minutes as I type.
