Is usb drive suppose to power off when receiver is off?

I have a Western Digital world book 750Gb drive . Is it actually suppose to power down with my 622 receiver?

Nope, if the ehd has a wall wart for power, it will not power off.

the receiver is only really "off" if you unplug it from power. Otherwise it's more of a "standby" mode where it's downloading VOD content and generating the screensaver.
