I have two Fortec Mercury II receivers and a Dish Network 322 receiver. The one Dish receiver serves two televisions. One TV uses an infrared remote for same room operations and the other uses radio frequency to control the second TV.

Is there any way I can combine the cable from the Dish System and the Glory Star System so they can deliver a signal through one RG-6 wire to two televisions?

I'm thinking of using an SW21 to attach to one of the receiver cables coming from the Dish 322 receiver and attach the cable from the Glory Star system - in the room where the remote TV is, attach to the Fortec receiver. I assume when the Fortec receiver is on I will receive the Glory Star programming and when its off I will receive the Dish programming. Does this sound reasonable?

Thank you so much in advance,

That would not work. You would need to have them as they are now, on their own cables.

Your dish system uses all of the available bandwidth on the coax cable - no room to add FTA frequencies.
