Local channel lost signal message

If you have a low signal on the local channels the dish receivers will display a message saying pardon for the interruption we are working to restore service.

Question is this an actual channel the receiver tunes to to display this message, or a screen generated from the receiver ?

Pretty sure it's a screen generated by the receiver
