now that the usa went all digital can/when directv carry all of the Locals to everywhere or cant directv carry all of the Locals to everywhere by law thanks

It is hoped that when the D12 satellite is launched and put into service that DirecTV will be able to service all DMAs with their locals. If you're asking if DirecTV can offer any local to anywhere, the answer is no by law. Also, not possible technically. Too many stations and not enough bandwidth to do it nationally, thus the need for spotbeams.
