NBC to create OTA/streaming subchannel for younger audiences. It mentions local but is it basically just a national news channel for younger audiences or several 'local' channels for each specific market?

CBS should make their 24/7 streaming news "CBSN" available for all CBS affiliates as a digital subchannel. Would be a heck of a lot more useful than DABL.

If you have a Roku, there here is a lot of free news channels on it. CBSN, Bloomberg, WeatherNation, NewsNet, AlJazeera English, ABC News, Newsy, NBC News...

Nothing makes it onto free OTA unless someone sponsors it.

There are also some technical questions including how to handle closed captioning.
