IT IS JUST A STORY.
NOLA has gone through hurricane damage in recent years can you imagine a federal agency that is not prepared for power and telecommunications outages. I've gone through one NE major power black out and several storm caused outages. We the public are very creative, I find the premiss of the story full of holes. But as I said it is just a story.
