I don't know if it's national or local policy, but either way it sounds like you will need to contact an independent company to do the work. Which dish do you have now?
Part of the issue may be that D* changed rules about 5 years ago that says a tech cannot go off the ladder to work on placing or adjusting a dish any longer, for safety reasons.
