Nomad Error Code AR/4006 - Could not activate

I bought a used Nomad from ebay. I set it up, and I keep getting error AR/4006.
Does anyone have any idea what this is? I couldn't finad anything on google about it.

You have to call DirecTV, the Nomad has to be deactivated from the original account and then the license transferred to you. It might take a while to find someone at DirecTv that knows how to do this.
