NPS Charging for Waivers

Just called NPS to see where my waiver status is for Atlanta/SF distants and was informed that I would need to pay $3 per network to apply forwaivers. I asked her if I got credit back if my waiver was declined and she said no. It seems like the process changes daily and has become more of a scam lately. What's your thoughts?

Well, I don't know where I stand, because you can do it yourself for free, so maybe they are charing a processing fee to have their people do it for you.
