OTA Antenna Help

I installed the OTA antenna, a Winegard 4400 with AP-4700 Amp, but the results are just driving me mad. Here are the channels I am looking to pick up:

green - uhf WBUI-DT 23.1 WB DECATUR IL 173° 36.1 22
lt green - uhf WAND-DT 17.1 ABC DECATUR IL 170° 36.2 18
red - uhf WYZZ-DT 43.1 FOX BLOOMINGTON IL 320° 16.6 28
blue - uhf WEEK-DT 25.1 NBC PEORIA IL 292° 32.4 57
violet - uhf WMBD-DT 30.1 CBS PEORIA IL 293° 32.1 30
violet - uhf WTVP-DT 46.1 PBS PEORIA IL 291° 33.4 46


I have the "smaller" part of the 4400 pointing toward the Peoria, IL 291,292,293 locations - I'm getting poor to medium signal quality (tons of artificats and even lose the signal a lot).

Now the Bloomington IL FOX channel comes in perfect with 95+ signal strength. Additionally, the Decatur, IL are also coming in at 70+ signal strength.

The fact that I am getting the Decatur, IL signals so well is mind-boggling - they are in an entire different direction than all the channels and the antenna isn't even pointing that way!

I would really like to get the Peoria, IL channels in - especially NBC - any idea what could be wrong? It has just started raining - could this be causing the severe drops in signal?
