OTA Issue-Need Help

I moved to an apartment complex last September. The units have antennas for OTA reception. The problem is, the antenna that feeds my unit is VHF only, so now I only get analog 2-12 reception, so I get no digital channels. About 1/2 the units here have UHF/VHF antennas and are OK for digital. The tight asses that manage our unit have decided NOT to upgrade the older antennas, so I am in the dark on Feb 17.

Does anyone know the FCC regs well enough to know if this situation falls under anything like they must upgrade the antennas? I'm getting desperate. I searched for the FCC Regs on the website and could not find them.

They do not have to offer you OTA. You could probably pool $70 from other tenants to get a new one though.
Have you tried an indoor antenna? Or a little outdoor one on you balcony?
 
Have you tried connecting a digital converter to your OTA? Even if it is a VHF antenna it will still receive some UHF channels, the distribution system may filter out any UHF but there is a chance that some is being captured.
