No. I will let the tech guys explain. Basically, in my area, Dish OTA scans channels 2-69 but Comcast starts their QAM channels at channel 73. Back in the pre-HD and digital cable days. The old Dish receivers would pick up analog cable. So if your cable company still has analog channels, you might get those.

And, once above ch 13 on cable, the channels are not the same. Thing is, the OTA module only scans Boradcast Digital, which is way different than cable QAM. Even so, Cable 73 is NOT the same rf frequency as Broadcast channel 73
 
The ViP/Hopper receivers only receive ATSC. Not NTSC or QAM. In other words, no it won't pick up basic cable channels.
