Outdoor international question on sat 123

Got a question on the ODC international on sat 123. I scanned it and it does not show up. I even did a pid scan and it does not pick up. Is this channel in the clear? Also not getting the sportsman channel on 121, is that still on the air? thanks

Outdoor Channel is scrambled
Sportsman moved to a new TP and scrambled since DIsh picked them up

Outdoor is indeed @ 123 but it's Powervu encrypted.
Sportsman has been gone for over a month now.
