They will usually waive the fee if it's been a while, but the fee is there to prevent people upgrading for a day just for 1 program.
The reason It's $10 for adult because people would get the porn channels for the entire weekend and just pay a few dollars for the pro-rated charges.
I thought there was a fee for the Flex packages that you had to wait 30 days or something to avoid the fee.
