I have a customer is remodeling the office, and he wanted all the rooms (13 so far in the drawing), will has dual cable outlet, but not necessary all the rooms could has receiver, I need a switch for 16 rooms, which model switch could work with the phase 3 dish ?

Not doing DTV or Dish installation over three years, loss some memory on the part.
 
I wouldn't try to have active outputs in all rooms. Just have all cable runs go to a central location where the multiswitch would be located and then connect the rooms that will have receivers. Easily changed if receivers are moved.

If you really need all outputs active (26), then get four high frequency 1x2 splitters to feed two WB616 multiswitches.
This will give you 32 outputs.
