PI channel shuffle

Anybody know why dish is taking some of the PI channels out of the PI range? (Yes I Know they are duplicates) but I thought they had to be grouped together..
 
I don't know about the grouped together part. They have to use a certain percentage of bandwidth for them.
The only grouping thing I know of is the no split locals on seperate dishes.
