Pixelation, blockiness, and other artifacts

while watching some waterskiing on Rush, I notice lots of pixelation and blockiness. It looks like there are confetti (big, too) flying all over the screen. And on TNT, I notice a shimmering / swimming effect. It's very noticeable on the graphics (stats, etc). Is anyone else seeing this?

The lakers jersey looked terrible on my voom the last two games, I have Direct and switched to them in bedroom and it wasn't there on Direct.
