I wouldn't waste the money. I decided to buy one at launch after I found out I wouldn't have to pay for my PS4. I used it one time to check out the Playroom game and have never used it since. There might be some dance games or something out there but I have played a lot of stuff on my PS4 and I don't have a single game that even acknowledges that the camera exists except for Playroom.
There are voice commands you can take advantage of through the camera or chat headset listed here.

I honestly didn't know these voice commands existed until I just looked over that list myself. The voice command bar will randomly pop up on the bottom of my screen when I'm at the home menu but nothing I tried on my own actually does anything. Now that I know the exact commands from that list I will give it a try again. I do notice that the "Xbox Pause/Play" equivalent for when you are watching a blu-ray or streaming doesn't exist on the PS4 command list. That is really the only voice command I still use on my Xbox One.
Basically, just skip the camera unless there is a specific dance game or something that you want it for. I have one and haven't found any actual use for it since launch.

There's a pretty decent article on what it can be used for, which at this time basically amounts to limited voice-command control of the PS4, narrating gameplay videos you create, and playing the pre-loaded "Playroom" mini-games (made famous by a hilarious Jimmy Fallon bit) and Just Dance 2014. So, yeah, if you already have a camcorder to make your own amateur porn, not much use.
