Possibly switching from Dish if I can get HD locals.

I currently I am with Dish and I have a waiver for locals, and I receive the San Francisco and Atlanta feeds in SD. If I switch to Direct do I have to get waivers again, and can I get an East and West coast feeds in HD? (If so what feeds and what is the cost?) I am sick of the crappy SD feeds from Dish.
