Problem with Reception: Dual LNB, 3 Receivers and a 3x4 Multi-Switch Hookup

Had 2 cables coming from a dual LNB connected to 2 receivers separately, and the reception in both TVs/receivers were excellent. Then got a new receiver and hooked up all via a 3x4 multi-switch. When 2 TVs are on in different rooms, the signal to one receiver is lost until the other TV is turned off. Was told this setup, a dual LNB with multi-switch hookup, works for up to 4 receivers. Thank you.
 
This happened when scannnig satellites with one receiver while watching TV on another. Once the scanning ended and exited the menu, both TVs worked fine. Am able to watch the same channel concurrently on 2 TVs.
 
Back to square 1, when 2 TVs are on, signal are lost. Had to turn off TV and receiver for on TV to work. Thank you.
 
May be a defective switch. Do you have a voltage tester?

With one receiver powered on test the 13/18 ports for correct voltages. One port should be 13vdc and the other 18vdc (+/- 10%). Power on the second receiver. Do the voltages remain the same?

Is this problem replicated if the receivers are connected to different ports?
 
How do you test the ports? Do I connect positive to one port and negative to the body of the switch? a diagram will be very helpful. Thank you.
 
Have a Pansat 4500, OpenBox S9 and Openbox S10. With only OpenBox S9 on, readings are 13.80 and 11.92, with only Pansat on readings are 18.50 and 11.92, and with both S9 and Pansat4500 on reading are: 18.5 and 11.92.
