Question about “moved” locals on app... (Different question I promise.)

I notice when I try to watch my “moved” locals from the Twin Cities, MN (which is an SV market) when there is duplicate programming from La Crosse, WI (such as “The Today Show”), it reverts to watching them on the app. (I am “moved” in an SV market that has La Crosse, WI and Twin Cities, MN locals.) Is this supposed to happen?

I’m going to assume no one knows, but I say it’s a safe bet under my assumption that in a market with SV locals that when watching on an app while under duplicate programming, the primary locals default. I’m willing to bet that’s it.

Could be, hard to figure out how Directv does things sometimes.
