Let's say I live in Charlottesville Virginia, forget about the rules, technically speaking......, would it be possible to pick up Bristol Conn area Locals, or is there some kind of satellite/transponder type limitations.

It all depends on how large the particular spotbeam is from where you want to get them from is.

Channels 3, 24 (testing) 30, and 61 are on transponder 15 on Spaceway 1 at 103. Channels 8 and 20 are on transponder 25, also Spaceway 1. This is for the hd channels, of course. Check your signal levels for these transponders. If the numbers are above 70, which I doubt, you can likely get them from where you are.
